2027 Walmart Retail Program

What Is the Walmart/Humana Retail Program?

Humana Walmart/Sam's Club partner to place independent Medicare agents in retail store locations during the Annual Enrollment Period (AEP), which runs October 1 – December 7. Agents staff a table in-store, engage customers about their Medicare options, and conduct enrollment appointments on-site.

What's New for AEP 2027

Several meaningful changes have been made to the program this year based on feedback from prior seasons.

New flat-fee cost structure

The per-enrollment fee model has been replaced with a flat fee based on store performance tier (A, B, or C). This eliminates the risk of large, variable invoices after AEP and better aligns costs with the opportunity at each location. Specific pricing by tier will be shared when the store list is released.

Reduced weekly hour requirement

The minimum weekly presence has been reduced from 30 hours to 20 hours per week, providing more flexibility — particularly for high-volume stores where multiple agents may be sharing coverage.

Mandatory Sunfire enrollment reporting

All enrollments must be processed through the Walmart-specific Sunfire retail instance — separate from an agent's standard Sunfire account. Humana/IFG is investing in training resources to support agents on this, including live walkthroughs, playbooks, and ongoing support sessions.

Improved store selection process

Store assignments now consider past agent performance and agency growth scorecards in addition to submission timing, ensuring a more strategic allocation of locations.

How the Program Works

Bidding

The program runs three bidding rounds. Stores are not auctioned — they are awarded on a first-come, first-served basis in Rounds 2 and 3. Spark has not received final dates for Open Bidding, these dates are estimates and subject to change.

  • Round 1 — First Right of Refusal: Agencies that fulfilled location requirements the prior year have the opportunity to reclaim their store before it opens to everyone.

    • FROF is complete for AEP 2027 if you staffed a location but did not receive communications to reclaim your store you did not qualify for FROF on that location.

  • Round 2 — Open Selectoin: Humana/APL releases a national list of available store locations. All FMO partners may request locations on a first-come, first-served basis. (Expected Early August)

Selections Process (Rounds 2)

Available store locations will be provided to your upline

  1. Pay a $600 refundable deposit per requested location. Link provided by Spark.

    1. This deposit will count towards store fees if the location is awarded.

  2. Include the requested store number, agent name, and NPN in your submission

  3. Send proof of payment to [email protected].

  4. Spark will with with Humana to confirm if the store location has been awarded.

    1. If awarded: your agent signs the required program documents

    2. If not awarded: you can request a different location or receive a full refund of your deposit

Store Setup (September)

Once a location is awarded, agents complete the following before AEP begins:

  • Log into their Walmart Sunfire retail account

  • Complete required Humana Walmart program training

  • Sign the program code of conduct

  • Add any additional agents to work the location

  • Schedule first shifts and introduce themselves to the store manager

During AEP (October 1 – December 7)

Agents staff their assigned location, conduct enrollment appointments, and report all activity through their Walmart Sunfire account. Spark monitors participation and serves as the point of contact for any program issues.

After AEP — OEP & Rest of Year

Agents who fulfill AEP location requirements are eligible to extend their store through the Open Enrollment Period (OEP) and the rest of the year. A separate bidding round is held for OEP.

Agent Requirements

Each agent assigned to a location must:

  • Be contracted and certified with Spark 3 with participating carriers (including Humana) in their market by September 10

  • Complete Humana's required Walmart program training

  • Sign the program code of conduct

  • Log a minimum of 20 hours per week at their assigned location

  • Process all enrollments through their Walmart Sunfire retail account

Important: The program enforces a zero-tolerance policy for rule violations. Please ensure your agents are fully briefed on program expectations before committing to a location.

Costs at a Glance

The prior per-enrollment fee model ($100/enrollment, $1,500 minimum) has been discontinued for AEP 2027.

The program uses a "more sales, less expensive" model — but this applies within your tier, not across tiers. Each tier has its own fee scale tied to that tier's performance benchmarks. An individual store's tier is based on prior program performance — historically high-performing locations will have a higher minimum but a lower per-application cost. There are no longer per-enrollment or renewal fees.

Within your tier:

- Hit the minimum threshold — pay the base rate for your tier

- Hit the target — pay a reduced rate

- Exceed the target — pay the lowest rate for your tier

Enrollment goals and fee amounts are not yet finalized and may be subject to slight change.
