Call Center Benefits Activation

Overview and details on call center benefits activation programs delivered on Sunfire's Ignite platform.

Benefits Activation Overview

Benefits Activation (BA) is a program some carriers use to improve member experience, retention, and Star Ratings. Carriers run this program through Sunfire. After an agent submits an enrollment in Sunfire Blaze, the new member’s information flows directly into Sunfire’s BA platform, called Ignite. There, someone on your team walks the new member through the carrier’s onboarding steps. Carriers pay your agency for completed activations, on top of normal enrollment commission.

Why are carriers incentivizing BA this AEP? Everyone wins:

  • Members get more value from their plan, faster

  • Agencies earn compensation for post-enrollment services

  • Carriers see stronger satisfaction, better retention, and higher Star Ratings

[Updated 10/14] What you need to know:

  • To participate in BA this AEP, your agency must be onboarded to both Blaze (Sunfire's call center enrollment tool) and Ignite (Sunfire's BA tool)

  • BA is live in Ignite for Elevance, UHC, Humana, and HealthSpring; Zing was enabled on 10/14, and program details are coming to this page soon

  • Most programs require the enrolling agent transfer the new enrollee to an in-house team member to complete BA in Ignite. That person (called a "BA Advocate") can be licensed or non-licensed, but Humana and HealthSpring are requiring non-licensed Ignite users to complete HRA training first. We’re working with both carriers to get them access to these trainings ASAP

  • Specific onboarding steps and payment terms vary by carrier. To qualify for payment, work must be completed within the carrier’s eligible window: 2 hours for TPV and 3-10 days for other modules, depending on the carrier

  • UHC, Humana (SNP only), and HealthSpring pay for standalone HRAs; Elevance does not. HRAs completed outside Ignite will be registered as complete in Sunfire

  • Devoted and Aetna aren't offering BA but will continue to pay for HRAs, which agents can complete directly in Blaze.

For questions or escalations during AEP, please reach out to your AM and Spark's Agent Support team ([email protected])

Sunfire Ignite Overview

Ignite is Sunfire’s tool for completing BA. It connects directly to Blaze, so the enrolling agent can pass a newly enrolled member straight to a BA Advocate in one continuous flow.

How Ignite works:

  • Quote and enrollment data passes automatically from Blaze to Ignite once the enrolling agent completes an enrollment and starts the transfer

  • The member is never asked to repeat information captured during enrollment, and the BA Advocate is not required to manually enter data

  • BA Advocates follow on-screen scripts that include each carrier's required language and adjust automatically to the carrier and module being completed

  • Ignite includes built-in reporting to track module completions and activations

Getting set up with Ignite:

Spark works with Sunfire to set up each participating agency on its own dedicated Ignite portal.

  • Licensed agents get access through Spark’s Ready to Sell process

  • Non-licensed advocates are invited by the agency through the User Management tool in the Spark platform (see "Next Steps" below)

How to access Ignite:

  • There is no link to Ignite inside the Spark Platform

  • Give your teams this URL: https://www.sunfirematrix.com/app/agent/spa/ and have them log in using their Spark credentials (remember: you must invite non-licensed advocates to join before they can access Ignite)

The deadline to begin onboarding to Sunfire's Ignite was 10/8/26. Agencies that did not start onboarding by this date may not be able to participate in Benefits Activation this AEP. Please reach out to your AM or Emily Baccaglini ([email protected]) to discuss.

Working a Sample BA Enrollment in Sunfire Ignite

For call centers, most BA programs follow three steps:

  1. Enroll: The enrolling agent completes the enrollment in Blaze.

  2. Transfer: Sunfire prompts the agent to transfer the enrollee to an in-house BA Advocate, who may be licensed or non-licensed

  3. Onboard: The BA Advocate walks the enrollee through the carrier's onboarding steps in Ignite, so they know how to use their plan.

The onboarding steps are called modules, and they differ by carrier. Common examples are a third-party verification call (TPV), a health questionnaire (HRA), and help scheduling a wellness visit or PCP visit.

Do NOT skip a step if the member does not complete a step (ex: chooses not to register for Pharmacy Benefits or schedule a PCP visit). Instead, select “Decline” or “Not Now” in Sunfire to complete the module.

Remember, workflows will differ slightly by carrier. The example below is for Elevance and uses fake beneficiary data.

Step 1: Enrolling Agent completes the enrollment in Blaze

Step 2: Transfer the new member to Ignite

When the enrolling agent submits an enrollment that qualifies for BA (ex: Elevance MA Plan), a script pops up prompting the transfer.

Step 3: BA Advocate finds the new member in Ignite

BA Advocate opens the Contacts page, where enrollments that need activation show the status "Disposition Pending."

Step 4: BA advocate selects the member from the Ignite queue.

BA Advocate clicks Unlock Contact to open the member's profile.

Step 5: BA Advocate reviews the member's profile

The profile includes details such as plan history. The Opportunities tab lists every outstanding step in the BA workflow.

Step 6: Start Guided Flow to begin the applicable carrier's onboarding steps

This starts the carrier’s onboarding steps. Scripting will appear on the right side of the screen to guide the Advocate through the conversation. Complete TPV first, within the allotted 2-hour window. You can return to complete the other modules later, within the carrier's required window.

What if the BA Advocate needs to send an enrollment back? If something on the application needs correcting (for example, a medication entered incorrectly), the BA Advocate can return the enrollment to the writing agent with notes instead of submitting it. The agent receives an email with the enrollment code, the return reason, and the advocate’s notes, then can edit the application and resubmit it without starting over.

Overview of BA Programs AEP 2027

Programs differ by carrier, and not every carrier requires every module. These details are subject to change. Final payment may depend on the member staying enrolled, carrier validation, and other carrier-specific guidelines. We'll keep this page updated as compensation, required modules, and deadlines change.

What each module means

Not every carrier will require every module. The definitions below are general; names and requirements vary by carrier, so check each carrier’s details below

Module

Definition

TPV (Third-Party Verification)

A recorded review of the enrollment application to confirm the member understands and agrees to their plan

HRA (Health Risk Assessment)

A short questionnaire about the member's health, risks, and care needs. Humana calls it an MCA (Member Care Assessment) for non-SNP members.

Pharmacy

Education on the plan's pharmacy benefits (ex: OptumRX for UHC, Carelon RX for Elevance), and registration if the member is interested. Registration is not required to complete this module

Wellness Visit

Education on the annual wellness visit (either in-home or virtual) and help scheduling one*

PCP Scheduling*

Add and/or confirm the member’s PCP and help scheduling a first visit*

Cologuard

Colon cancer screening for eligible members

Member Onboarding

Plan welcome and orientation to help the member understand their new coverage. May include education on key benefits, digital contact consent, and portal/app registration

Closing

Wrap-up and confirmation of next steps

*For most carriers, providing the education counts as completing the module. HealthSpring is the exception: it pays for PCP and Wellness Visit modules only when the member schedules the appointments.

Program Rules

  • Complete all modules within their windows to earn compensation: TPV within 2 hours, and everything else within 7 days of the application submission date. Elevance does not pay for partially completed BA or standalone HRAs

  • If the enrollee isn’t transferred for TPV in time, the enrollment auto-submits and is no longer BA-eligible

Additional Training: Videos with instructions to complete each Elevance module

Humana MAI Program

Humana’s program is called MAI (Member Activation Initiative). Agencies can earn an additional $50 per completed activation. If only the HRA is completed (SNP plans only), the payment is $25 instead. There is no compensation for a standalone MCA (non-SNP).

Eligible Plans

  • All MA and MAPD plans (new and plan-to-plan enrollments), including Humana and CarePlus products, enrolled in Blaze by an agent certified to sell Humana

  • Only effectuated enrollments qualify. If a member has multiple applications with the same effective date, each one needs its own completed BA.

Rules

  • TPV must be completed within 2 hours. If the member isn’t transferred in time, the enrollment auto-submits and is no longer BA-eligible. All other modules must be completed within 10 days of the enrollment

  • Non-licensed advocates must complete Humana’s MAI training in Humana's AgentAdvantage University (AAU) before working Humana BA. Please work with your AM to make sure your team gets access to these trainings in AAU

  • Record every MAI call on a Humana-approved recorded line. Humana may request recordings for audits, so it is important to retain them

Additional Training: Videos with instructions to complete each Humana module

HealthSpring BA Program

Unlike other carriers, HealthSpring pays for each completed activity, not for finishing the full BA flow. Agencies earn $5-$50 per activity on eligible MAPD enrollments (D-SNP and non-D-SNP). Each activity is paid on its own, so an HRA completed without the other modules still earns $50.

Payment goes to the upline agency, based on how the agent of record is set up to receive commissions.

Eligible Plans

  • MAPD enrollments (DSNP and Non-DSNP) that have accreted with a 1/1/2027 effective date and were submitted in Sunfire by an agent registered to sell HealthSpring plans

Program Rules

  • Non-licensed advocates must complete HealthSpring's BA training before working HealthSpring BA. Agents licensed with HealthSpring have already completed this during certification. Work with your AM to make sure your team gets access to required training.

  • TPV must be completed within 2 hours. If the member isn’t transferred in time, the enrollment auto-submits and is no longer BA-eligible. All other modules must be completed within 7 days of the enrollment

Additional Compensation Details

  • Payment is based on completed activities. HealthSpring counts an activity as completed when the member takes action, such as scheduling a PCP or in-home wellness visit. Other carriers count it as completed once the BA Advocate presents it, but HealthSpring does not.

  • Not every activity is available to every member. A fully completed enrollment earns up to $90. Where in-home wellness visits aren’t available through Signify, the maximum is $80

Additional Trainings: Videos on HealthSpring BA (New MVP > HealthSpring BA)

UHC BA Program

For UHC, the writing agent can complete the onboarding modules in Ignite after submitting the enrollment. UHC has no TPV step, so no transfer to an in-house BA Advocate is required.

Agencies can earn up to $50 per enrollment: $25 for a completed HRA and a $25 bundled payment for completing the remaining modules. All modules must be completed within 3 calendar days of the application signature date to qualify for payment.

Payment goes to the upline agency the writing agent is directly assigned to.
